Residential Parking Permit Program

The City of Tucson Residential Parking Program was started in 1983 and has since grown to include programs in more than 14 neighborhoods. The program helps to manage parking in residential areas where non-resident parking is impacting the ability of residents to park. Programs protect and improve the quality of life and character in the neighborhood by reducing the amount of overflow parking, discouraging cut-throat traffic, ensuring adequate parking spaces for citizens who live in the neighborhood, and developing revenues that can be used for reinvestment in the area.

The rules for Parking Permit holders

  • All permits are vehicle specific.
  • A permit cannot be transferred, sublet, or sold.
  • Permits are valid only for the street block for which they are purchased.
  • Permit holders are subject to all City of Tucson parking regulations, just as all citizens are.

Why we have a Residential Parking Permit Program

The ParkWise Residential Parking Program Office exists for the benefit of neighborhoods that are adversely affected by overflow parking. About the Permits

Residential Parking Permit Program: $48.00 (Monday - Friday 8:00 am to 5 pm), $60.00 (Monday - Friday 8:00 am to 5 pm plus UA basketball games) or $72.00 (24/7) to purchase an annual permit: Permits are available for properties not exceeding four (4) units. The number of permits issued is based on a property's street frontage. Parking is allowed only on the block face of the address for which the permit is issued. In most cases, a resident can receive one visitor pass with their residential parking permit. A visitors pass is a plastic card, which allows it to be moved from guest vehicle to guest vehicle as needed. When parking with a visitor pass, visitors may only park within the same block of the residence for which it is issued. The initial visitor's pass issued is free of charge. If the visitor pass is lost or stolen, a pro-rated replacement fee of $48.00, $60.00 or $72.00 plus an additional $10.00 processing fee then applies. Special Event Permit Program: To ensure residential parking is available during athletic and special events some areas have an additional program that restricts non-permit holders parking during evenings and weekends. Those neighborhods wishing to participate in the Special Event Program must submit a petition with 75% of the homeowners on that block face signing in favor of adding the program. Parking Meter Exemption Permit Program: $48.00 to purchase an annual permit: Certain areas qualify for the Meter Exemption Program, which allows you to purchase a permit to park at specific meters adjacent to your residence without the need of putting money in the meter. These meters are clearly marked for the program and only specific addresses qualify. No visitor passes are issued with the meter program.

Program Policies

  • NO REFUNDS WILL BE ISSUED FOR PARKING PERMITS.
  • Permits are valid for current resident only. Permit becomes invalid when a resident moved from the address the permit is issued to.
  • For neighborhoods in the 4th Ave. area, parking programs are suspended for 2 times a year during the 4th Avenue Street Fair.
  • Permits are issued to passenger vehicles only.
  • Permits must be permanently displayed on the outside of the lower left corner (driver's side) of the rear window of each registered vehicle. The visitor permit must be placed in clear view on the driver's side of the dashboard. Failure to display your permit properly may result in a citation being issued.
  • No on-street storage of vehicles whether permitted or not is allowed per Tucson City Code 20-261.
  • A vehicle having 3 or more outstanding citations may result in all permits for that address being revoked.
  • NOTE: Parking in sidewalk areas is prohibited by TCC 20-260 or 20-277.1, whether the area is paved or not.

Permit Replacement Policy

  • Sold or Traded Vehicles: The registrant must remove permit prior to selling or trading vehicle. The permit must be presented to ParkWise to receive a free replacement permit for a new vehicle.
  • Stolen Permits: A police report is required for a free permit replacement.
  • Windshield Replacements: Permits will be replaced free of charge provided satisfactory proof is presented that the windshield bearing the permit has been replaced.
  • If the conditions above are not met, a fee equal to the amount of the original permit will be charged for a replacement permit.

To Apply for a Permit

You may apply in person at 110 E. Pennington Street, Suite 150, Monday thru Friday, 7:45am to 5:15pm, or request that an application be mailed to you at the address the permit will be issued to. Drivers license and a signed original lease/rental agreement with both tenant and landlord signatures are required to obtain a permit. Complete vehicle information, including license plate number, must be provided to receive a permit. If mailing in the application please include a copy of the proof of residency and a check or money order payable to the City of Tucson.
